Sangguniang Kabataan:Start of Corruption?

As for me, the SK election held last year is very rude...youth learns to give money to the voters to buy their votes, especially to the SK chairman...

saludo ko sa mga sk officials na nagagampanan ang kanilang mga tungkulin. kya lng d2 pa mismo sa lugar namin nkakadismaya na prang wlang development pg dating sa sk.training ground sna ang sk for a better laedership wag nman sanang training ground for better corruption:) i want development for pilipino youth..

hmmm. i am also an SK chairman.

totoo kung minsan nakakaligtaan namin ang aming mga tungkulin dahil tao din kame na mai kahinaan.pero aaminin ko wala naman akong ibang hinangad kundi ang kabutihan ng barangay namin lalo na sa mga bata at kabataan.

Ngayon taon na ito ang unang taon ng aming pagseserbisyo.
Gusto ko lng pong sabihin na wala pong paaralan para maging Sk, maliban sa mga trainings but mostly sarili din naten ang ngtrtrain sa atin. kaya hind rin maiiwasan na makining sa mga Brgy captain kasi sila minsan yung magaling sa public service. we are just asking for guidance lng nman ei..

Kaya this year please don't yet judge Us. kasi ngayung taon na ito po ay training namen. Well swerte ng mga mmai nagaguide skanila.."

MArami nman pong SK ang mai mabubuti pong kalooban kaya please respect them Poh.

Sa mmga kasama kong SK djan, kaya naten to. Just Don't forget to pray and ask Guidance and enough wisdom for us to serve his people especially to the youth.

hi, i am also an SK chairman from aklan. every one of us has different opinions we share. opo, i know some runs just for popukarity without knowing the big responsibility they carry on their shoulders. kahit din po ako noong hindi pa po ako sk ai opposed po ako dito. but i have proven to myself that it is not for the person who are running for the political wheel with mediocrity. basta alam mong kaya mong panindigan yung desisyong pinasok mo, you know you can do it. some cases which are very frustrating are may kapit ang pagiging sk chairman sa lipunan. maaring dahil to sa mula ka sa kilalang pamilya, o may pera ka. but i am not afraid or i am confident to myself totoo ako at kaya kong gawin ang aking tungkulin which i play the game safe and clean. marami akong kagaya kong pareho sa kin. message for the sk person that are mediocre for this part, prove it to the people that you got the capacity to serve not for yourself but for the community your standing at. :)

Hindi lng naman pinag uusapan d2 ay tungkol sa corruption, dhil kht anung gwin ntin hndng hndi mwawala ang corruption, hnd lng sa gobyrno, pti sa tahanan my nangyayaring corruption, ang dapat ntn e abolish or eradicate ay ang insecurities, descriminations, dpat kung sino ang nanalo bilang Sk chairman sa lugar ntn, erispito nlng ntn at soportahan ntn ang mga projects nya na mkakabuti sa ating barangay, at bantayan dn ntn ang bawat kilos ng sk chairman ntn sa pagpapalakad ng knyang pamumuno, kung may mkkta tayong mali, sbhin ntn saknya pra maitama nya ito, dhil hndi lng sya ang my resposible sa barangay ntn, kundi tayo rin na nag nanais ng kaunlaran ng ating barangay, kc ang leadership ay hndi lng sya mhhnap sa nakaposition like SK chairman, kundi pti satn mga ordinaryong mamamayan, bsta lng my pagkakaisa makikita ntn ang development ng barangay ntn... kya pra skn hindi dapat e abolish ang sk, dpat bantayan lng ito mabuti, at pagtibayin ang sinumpaan tunkulin ng isang namumuno sa barangay... bigyan po ntn ng sapat na panhon ang kabataan pra maipakita ang kakayahan pamunuhan ang bayan... dhil at the end of every generation, ang kabataan ang nagpapabago sa positibong pagbabago ng bayan...",!

Sa opinion ko, hindi dapat sa edad binabase ang kakayahan ng isang tao. Iba iba tayo ng level ng kakayahan. Merong mga taong kayang pagsabayin ang pag aaral at mga responsibilities nila as a part of SK. Kaya nga SK, para sa mga kabataan. I'm against the plan to abolish SK. Hindi ba dapat matuto tayong makielam sa mga nangyayari sa paligid natin. Hindi dapat natin hayaan yung mga mas nakakatandang politician na mangurakot at angkinin ang mga para sa bansa. At ang SK ang mga taong nakakasalamuha ng kapwa nila ka kabataan, mga kaibigan nila o kabarkada. Na iimpluwensiyahan nila ang mga to sa pagiging dedicated sa kanilang lugar, o kaya sa ating bansa. Ang pagiging kasapi ng SK ay magandang panimula para sa mga kabataan na nangangarap maging isang politiko.

Not all SK are corrupts. The abolition of SK is not the answer in the elimination of corruption in our country. SK's are doing their best being the voices of the young peoples (kabataan). Don't put all the blames in them. They only need proper guidance or initiative for them to act effectively and a good example of leadership for them not to corrupt.

"SANGGUNIANG KABATAAN"

Para sa akin my point yung iba na medyo bata pa nga ang mga namumuno sa SK ngayon kaya hindi natin masisi kung minsan hindi nila masyadong nagagawa ng maigi(hindi lahat ah)i mean their immature about decision making..But i hope they want to do their best to do their obligation that they promise in republic of the Philippines.

In the other hand,some sa kanila ay mature na about what happening in our country they know na what is right and wrong. mulat na sila sa dumi ng politika sa pilipinas kaya sana wag nalang tao magfocus dyan sa mga issue na ganito bagkus i focus natin ung atensyon sa ikuunlad ng ating lugar.

naniniwala ako sa kakayahan ng kabataan natin ngyon sana gawin nyo yung nararapat na gawin..SALAMAT and GOD BLESS US!!

Hindi naman natin saklaw ang pag-iisip ng iba....
(May isa na nagsasabi na dapat na isisi sa mga nakakataas na opisyal ng gobyerno ang corruption.)......Oo nga at nangungurakot sila....Ba't naman ginagaya ng mga ibang SK....(Hindi ko naman nilalahat.)
Para sa akin,Maaari naman tayong sumali sa mga youth organization at mga club at student council sa mga school natin...Hindi na natin kailangan na pumasok pa sa magulong pulitika para lang matawag tayong Leader ng mga kabataan....

Everybody was born to become a LEADER..it depends on you to how you can handle your people.........

One comment about the one who oppose for transforming SK into 18-30 years old. I think you have to read the Republic Act no. 8044 otherwise known as the Youth in Nation-Building Act. My Gosh??? Did you never know the legal age of "Youth" in the Philippines? read again. If you want to know the wisdom of Section 2 of that Law, go to the Archive of Congress. We are strongly advocating for the new age bracket of 18-30 years old. Why? Because, 15-17 years old are still in school. You cannot serve two masters, said the Bible. So the incumbent SK official should choose: dedicating their job or focusing to their studies. Human productivity will decline if SK Official will choose more than one priority. Sana magbasa kayo ng Human Behavior books. Hay, no wonder that the quality of education especially in civics and culture has been continuously declining. Hay naku, sana naman. Ibalik yung 18-30 years old na inumpisahan ng rehimeng Marcos para hindi naman hawak sa leeg ng mga bobong Kapitan at mga pulitikong korapt. Naniniwala pa rin ako sa kakayahan ng kabataang 18-30 years old sa larangan ng pulitika. Yung mga nasa 15-17 years old, nararapat lang na nasa eskwelahan o sumali na lang ng youth organization as their training ground. I quote "training ground" sa mga "inosente" pa sa pulitika. Karamihan sa mga 15-17 years old pinatakbo lang ng magulang para kumita o ipagyabang lang. Hay naku, Filipino nga naman. Sabi ni Mark Anthony ng Roma: Oh judgment, thou flee to the brutish beast, as men lost their reasons. I hope it's not too late sa mga kabataan na maging inosente kundi talagang mawawala ang essence ng SK sa larangan ng pulitika. Pakibasa rin ung bakit kailangang i-judge mga projects ng SK. Hoy, taxes namin yan. Palamunin namin kayo kaya may karapatan kaming mga taxpayers na husgahan kayo. Mga palamunin kayong SK!! Birds of prey kayo sa mga buwis namin. Tapos kukupitin ng ibang SK Officials na tanga. Oh my God, where's the logic there? Kasi babawiin ang ginastos nung eleksyon? Sana maulit ung French Revolution na pinugutan ng ulo ang Hari ng France at ang lahat ng mga pulitiko sa Imperyo ng France. Sana ibalik ang death penalty para patayin ang mga tiwaling opisyal ng gobyerno pati ang SK officials na mangungupit lang sa buwis na sapilitang binabayad namin. Sana makonsensya kayo, patay gutom kayo. Sana kung magnanakaw lang kayo, magresign na lang kayo. Sana sunduin na kayo ni Satanas na impiyerno para hindi kayo nakakabuwisit sa aming mga mahihirap at nagugutom na mamamayang Liberal na Pilipino! Mahiya naman kayo!

Totoo ang lahat ng pasaring na maraming SK ang hawak sa leeg ng mga kapitan at mayor at ibang higher officials. Mula pa noon, thats a sad reality! Naturingang magaling at competent kaya nanalo.(?) May ibang si nanay at tatay ang kumampanya dahil privileges ang habol. Ang ibang higher officials naman, kumampanya para sa manok nila (as usual), at ang mga kabataang botante naman ay natakot sa banta ni kapitan o mayor, o kayay nadala sa perang suhol.

But wait!
Recently, we made a difference!
I'm an SK Kagwd.
In the election of our SK federation in ANTIPAS COTABATO
last year, pinahanga ako ng ipinakita ng mga SK Chairmen!
Well kalaban lng naman ng isang Brgy. Sk chairman ang pinsan ni mayor sa position. Dalawa lng sila kc tinakot na nnila yong ibang may will.
To cut the story short, few wiks b4 d election, out of 13 brgys. we've let at least 7 sk chairmen to meet. then they decided to support the "underdog"(taga-brgy na chairman.
But ang tindi ng mga humarang, C mayor, c bord. member, c warden, ilang Kagawad ng mun. at binantaan kmi.But nanatiling matapang ang mga chairmen at hindi gustong magpadikta.
Yun pinatawag pa ni mayor sa municpyo yung ilan b4 election. At ginapang pa ni vice mayor b4 election strts.
But in the end nanaig tlaga ang will ng mga chairman na putulin ang pulitikal dinasty papunta sa SK at sundin ang sariling will to serve better w/ their own dcisions at hndi dinidktahan!

Marami man ang galit pero sorry nalang...

Kaya ol i can say. may magagawa ang SK, iba na ngayon, alam na ang tama at mali at my sense of freedom ang mind... nag-iisip na!

Wag i-abolish ang SK! 18-30 age bracket?... a big NO! bka pwding ibalik, 18-21..

THE AWFUL TRUTH

People of different ages and perspective on this topic, being an SK Chairman is a privilege. It is up to the one who's in position to do as he/she pleases. Sadly, corruption is a disease with no available cure. As long as there are people who are too weak to fight temptation and their own greed, corruption will just spread like STD.

The Youth should speak out loud and never let anyone influence their way of handling things.

I am against on the removal of the association of the youth known as "Sangguniang Kabataan" or SK as we all know. But at the same time, I would also like it to be abolished.

Confused?

It's because of personal experience being a former SK Chairman.

I don't want to take away the opportunity for other worthy candidates who really wants nothing but to serve the youth.

But there are those people, much older people, who are teaching those candidates how to use other methods to win the position. Like for example the widely known method of VOTE BUYING and these "older people" (I THINK YOU KNOW WHO I'M REFERRING TO) those who are already in position wanted to add the SK federation for their own benefits. They try to recruit innocent young candidates so that later on, they can use them for personal gains.
These people or candidates don't deserve to be called Honorable or "KAGALANG-GALANG" mainly because you know... they don't deserve to be named as it is automatically placed before any brgy. official or anyone in Politics who have gained the position.

WE CAN'T BLAME THE YOUTH. IT'S MAINLY THE FAULT OF THOSE WHO ARE TOO GREEDY THAT KNOWS NOTHING BUT TO CONTAMINATE THE MINDS OF OUR YOUTH.

Hindi sapat ang umasa sa kabataan. Dapat din natin gabayan ang bawat isa, bata man o matanda sa tamang gawain.

Lahat tayo may kanya-kanyang opinyon sa usaping ito. Pero hindi naman tama ang basta na lang husgahan ang kabataan o ang mga nanunungkulan sa kasalukuyan at nakalipas.

No one deserves the position of a public servant not until the end of his or her term.

Kasi sa huli mo makikita kung naging karapat-dapat ba siya sa ibinigay sa kanya na opportunity na mag lingkod sa bayan.

Pero di ako pabor sa 18-30 na age bracket na yan. Kung ganun na rin lang, TANGGALIM NA LANG ANG SK..

Kaya nga SK eh.. Sangguniang "KABATAAN".

Opinions are meant to be shared and analyzed thoroughly.

Don't be a one-sided person. Take time to look at both sides before judging.

Because YOU my friend ain't better than anyone of us.

In our town sk chairman give their subordinates money or stuffs like laptops and phones...TO WIN! they say that a barangay sk chairman get 4000/month and the town sk president get a huge 40000 pesos... I do know its true because it came from their own mouth and they show us the money... they won even though they dont deserve to win... they won even all they have in their head is water and air without brains...

To improve the leadership and stop the corruption of Sangguniang Kabataan should start to the adjustment of present age bracket from 15-17 years old to 18-30 years old. The issue lies whether the incumbent officials are mature enough to serve this sacred public office. Those latter age bracket have more life experience than the earlier age bracket. The availability of the latter age since they are either in college or finished their collegiate course or might be bystanders. Unlike the present age bracket where they are still studying in high school or will enter the college level. Please be reminded the time-motion study where the preoccupation of man will focus only in one endeavor. In the philosophy of economics, opportunity cost of choosing study while serving as incumbent SK officials will suffer the latter to due hectic schedules and related works.

I do not believe that "all" election of Sangguniang Kabataan is money-based (o pera pera lang). It is a matter of tactics on how to market your candidates. It's a war by mouth and public relations. I believe that the SK should not be synchronized to the barangay election so the later ages (18-30) can vote for SK. I am in favor for the proposed new bracket of SK to 18-30 years old

sk should not be abolished,its not fair to those aspiring fellas to serve the youth. Maybe corruption is at large in your place/municipality, why don't go to other municipalities and ask for the performance of their sk's before concluding such thing. Within my term, we the sk officials have done more projects (useful projects) than our brgy. officials.

you see, ang SK national pres nga lang eh, may kaso na! that proves that most of the sk officials were already used by the TRAPOs!!!!!!

as we all know youth of our land are highly advance in the experiences in the creation of new images which are different from any of those previously experienced.
because we the youth creates new ideas which are highly appropriate for the development of the policing system as well as the moral recovery program for the youth as well as young ages.

Youth Empowerment.
Hindi naman kailangan ng SK para ma forward yun.

Kung tutuusin maraming mas active na kabataan ang nasa mga NGO at youth groups.

Kailangan natin para sa kabataan ,kamalayan. Ayusin natin Educational System nating bulok. Let's fund studies that will help us find solutions to these problems.
Maging Scientific tayo sa pag approach ng problems natin. Kasi madalas puro emotion filled rants nalang ang lumalabas sa mga bibig ng mga tao galing sa mga hollow brains nila. Kaya tuloy kahit busilak ang damdamin nila, mali naman at kaaksayahan ang nagagawa.

Now let's link this to SK.
People, ang laki ng gastos natin sa SK. Tax payers are indeed expecting something, rather a lot from them.
Pero if after a lot of years at ang mga programang ginagawa nila e pa ulit ulit lang na band aid projects and solutions na kaya rin namang gawin ni Kapitan at ni Mayor,nagiging tokenish yung act hindi na exclusive contribution na yung tipong masasabi natin SK lang ang makakagawa at nagpupursigeng gumawa.

We might as well save the money and re allocate it to other projects that need funding. Especially sa education para gumanda naman mga facilities para sa mga batang Pilipino.

Hindi issue ang gumastos ng malaki sa kahit ano mang bagay o proyekto. Ang issue e kung bumabalik ba ang angkop na katumbas ng nagastos natin. At kung angkop ba ito sa ating pangangailangan.

tambay man ang dating. simple lang yan. isipin nyo nalang ganito.
3 Billion ang gastos sa coming Brgy. and SK election. (eleksyon pa lang yan) may mga gastos pa yan sa mga kampanya.

gusto niyo ba ng magandang proyekto mula sa kabataan for youth empowerment? magpabuya tayo dun sa mga suhestyon ng mga kabataang di man nahalal e may magagandang ideya naman. yun yung mga deserving magka scholarship. Kilalanin natin yung mga kabataang nag vovolunteer upang magturo sa mga batang nasa lansangan at kung anu-ano pang proyektong nakakatulong.

It's about time we spend our money wisely and make more strategic moves for our country.
Let's tell the youth that the Government is willing to support young minds who dare to make a difference.

let's create systems that will give the youth opportunities to run projects and let's give them credit for the help they get to provide.
sa sistemang ito, hindi man sila binoto, may nagagawa naman sila at mas na uudyok natin ang mas maraming kabataan na makatulong at matulungan ng gobyerno basta't may ideya o proyekto silang kapakipakinabang.
mas mabuti nato kaysa gagastos tayo upang bomoto ang kapiranggot na kabataan at hayaan silang umasa sa mas kakaunting naihalal na kwestiyonable pa kung nakakatulong nga ba o may plano nga bang tumulong.

SK should be abolish. It does not serve its purpose.

Nagboboracay lang naman sila for a 'meeting'.

Nagpapaliga lang kung summer, may sports committee naman talaga ang bawat barangay.

Wala naman or rare sa kanila ang ninais na magscholar para may isang college sa bawat pamilya.

Hawak sila ng mga barangay captains nila, o produkto lang ang karamihan ng kagustuhan ng pamilya nila.

May counter proposal ako.

We should strengthen youth leaders inside the school.

We could also create clubs, para naman walang bias sa mga kabataang basketbolista lang. Dito concentrated pa ang focus. Madaling maasess ang pondo.

Lastly make the funds independent para wala ng may hawak sa kanilang kapitan


Hindi competent ang karamihan sa SK, naasess na po ito ng maraming pagaaral. Una dahil it runs in the society. Pangalawa dahil sa hindi appropriate na mandato.

Ang Sangguniang Kabataan ay isa lamang sangay ng pamahalaang barangay o ng pamahalaan sa pangkalahatang aspeto. Nasa administrasyon lamang ang makakapagpabuti o makapagpapasama sa imahen ng nasabing ahensya. Hindi rin natin maaaring sisisihin sila kung bakit natututong kumupit o mag-overprice ng mga budget items nila. Hindi rin abolition ang paraan para malunasan sa nasisirang imahen ng SK, kundi isang matindi at bonggang-bonggang moral recovery program ang kailangan sa lahat: sa nanunungkulan at sa constituents nito. Dapat talaga gawing 15-30 years old na ang age bracket ng Katipunan ng mga Kabataan at Sangguniang Kabataan. Mga aktibista ay nasa taong 18 pataas na gulang. Katwiran kasi ng Kongreso noon kaya naging 15-17 years old ang bracket, kasi raw nadodoble ang pagboboto ng age bracket ng 18-21 years old. Huh? Well, let's change the age bracket into 18-30 years old para mga pasaway at hindi uto-uto ang uupong SKs. Parenthetically, kung ako ang masusunod: wag mayaman ang maging SK, lalo pang mangungurakot yan. Hindi ko sinasabi na hindi mangungurakot ang mahirap na uupo sa SK, pero malakas magpakonsensiya sa uupo na galing sa mahirap na pamilya na mangurakot. Alam nyo kung bakit: simple lang, halata masyado. Well, kung gusto ninyo na i-abolish ang SK, buong buo na kukurakutin ni Kapitan ang pondo ng barangay. Wala ng kahati ang kabataan sa kurakutan. Hehehehehe. Joke. Ako sa inyo: 18-30 years old na lang ang SK-KK age bracket para lahat masaya at aktibo ang SK. Additional pala, dapat may attrition ang elective position na pwdeng patalsikin ang nanunungkulan hindi lang sa SK pati sa barangay up to national elective positions. Oo nga may recall, ang sobrang gastos! Imagine: kelangan pang gumastos ng Php800.00 para lang sa isang voters' list? Kaya ang kurakutan patuloy. Tapos, walang transparency: hindi lahat ng mga budget statements inilalahad sa madla. At pati ung suhulan sa kontraktor, natural lang daw kasi SOP? Huh? Congratulations naman, mga neneng at kumpare. Sige eto lang muna, at sana magpatawag ng Conference ang FNF regarding SK Situation sa lahat ng youth leaders (at walang piling participants). Total, INternational Year of Youth ngayon, bongga d ba? SK is NOT the foundation of corruption. Upon their assumption in the office, they pledged to do their responsibilities with great dedications and they were chosen by the majority of the youths in their barangays to represent them and to have a voice in their society. I believe that SK is established because there are people who believe in the capabilities of young youth leaders to be molded and serve as role models to their fellow youth.
I, myself, is the current sk chairperson in our barangay. And in my own experience, SK is a good training ground for developing myself and sharing my capabilities to my fellow youth. We (my co-SK officials) should not be affected on the controversies regarding SK. Instead, we should prove them that we can “make a change” in our own little way during our term because it is a once-in-a-lifetime opportunity to be involved in this kind of youth organization. We should set up our minds for a better society so that the next generation can greatly benefit from these changes.

The Sangguniang Kabataan (SK) is an institution that empowers young people to participate in government and contributes significantly to their increased political involvement. However, like many of our institutions it has become tainted. Given that, many of you have expressed the desire for it to be abolished. That is understandable, but that is an emotional response.

Putting an end to the SK does not solve the problem of corruption because it does not start in the SK. It begins in people and is furthered strengthened by the weakness or lack of regulation. In the case of institutions, that means laxness of checks and balances and provisions for transparency and accountability.

Some of you have defended the young officials by saying they are not to blame for their actions. That it is the system that is rotten. Em Seventeen called them “victims of temptation,” but do not use age or inexperience as a defense. That does not lessen the gravity of the situation. All it does is disregard personal responsibility. Dishonest is as dishonest does as Mr. Bantigue has shown in his post: “… i am one of the newly elected sk chairman at the municipality of libacao here in aklan … we gave money to uor fellow but, indi naman ganoon ka-dami e, ako nga yong binigay ko lang ay tig-fififty pesos e. so, can it be called as vote buying na ba?” Yes, it can. Whether it is corruption in large quantities or in small quantities, it is still corruption.

What then can be done? It is good to call out against malpractice and report abuse, but that is not enough. We must take steps to combat it. All of us want change so let us bring that about, instead of waiting for someone to do it for us.

We can start by educating ourselves with what is going on in the political sphere. Read the papers, watch the news and know what is going on in your area. When elections come, vote wisely. Do not sell your vote. It is the most important right you have as a citizen in a democratic country. It is your power to elect your representative in government.

But your role as a citizen does not end on Election Day. On the contrary, it is just the beginning. You also have to hold officials accountable for your vote. Thus, be aware of the projects your local government and your SK are enacting. Find ways to be active in getting your voice heard: join public forums, town hall meetings, write letters to your officials, etc.

It is a bit more difficult to reform the systems of institutions but voting for the right people, monitoring and being active in your community goes a long way.

Masarap na magkaharap harap tayo sa isang forum na kung saan we can conclude and unite our interests and strategies in accordance to our consensus. Sangguniang Kabataan has becoming the impetus of youth sector governance, however, most of it have transforming far than being expected to the spirit of Local Government Code provisions on SK. I am hoping we can have this momentous debate, and hoping those participants are not wallflowers but reformists and propagandist of change.

I don't lose hope for our Sangguniang Kabataan. We can still reverse this corrupting menace in the SK machinery. What is the root problem in our SK is the age: it's too much early for a young people aging 15-17 years old to hold a very sensitive office such as SK. We are praying that the age bracket qualifying to SK should be modified from 15-17 to 18-30 years old. National Youth Commission had the position on SK implicitly that in their "YAPS Study 2004": 18-30 showed that their awareness more in the society. What we need is to join hands to reform this growing menace by asking our legislators to amend the age bracket of the SK.

What have they served so far?

Basketball and sports league? Gumugugol sila ng PhP 60,000.00 (at least) sa mga palaro samantalang mayroon pang senior division kung saan adulto ang mga kalahok.

Hindi ito para sa kabataan.

Bukod pa doon ay hindi kalahok dito ang mga kabataang babae.

Discriminatory.

Ang dahilan nila para sa ganitong mga programa ay upang mailayo daw ang mga kabataan sa paggamit ng ipinagbabawal na gamot.

Mayroon bang study na nagpapatunay na bumaba ang insidente ng illegal drug abuse nang dahil sa barketball at sport programs ng SK?

Sa bayan din namin, uso ang pagpapapintura ng SK sa mga poste. MERALCO ang may-ari ng mga poste at hindi gobyerno.

So why waste government funds for private utilities?

Uso din sa amin, SK ang nagpapapintura ng mga bakod para daw uniformed ang kulay ng buong barangay.

Does this help? Tumaas ba ang employment rate ng mga working youth dahil dito? Nabawasan ba ang out-of-school youth population dahil dito?

SK, an avenue for government participation? Have they lobbied meaningful and significant legislative pieces in their respective sangguniang barangays?

One commentator in this blog said, "the issue in abolishing sk is still a very hot issue, but i think we should set that aside first cause our country now is facing such many problems,from jun lozada zte scandal to our madam president.we ourselves the sk should work hand in hand in order know the real truth to set ourselves free to our own sake and to our beloved country."

Set aside? SK breeds corruption. SK is also a training ground for FUTURE presidents, senators, mayors and governors. Kung isasantabi natin ang usaping ito dahil hindi naman ito mahalaga, then we are forsaking our future for our future relies on the output of our present institutions, the SK included. "To set ourselves free" for the sake of our country is to liberate the grassroot of corruption and complacency.

However, I believe with Em Seventeen that "The young people whom you consider as CORRUPTS are just VICTIMS- victims of temptation, victims of fame and/or money, victims of those higher officials...we must not blame them, rather, understand them, understand reality, and take an action... by abolishing SK? NO!!! But through strengthening and empowering the Sangguniang Kabataan."

We should empower the SK by instituting changes in this institution. Make them the engines of change. Make them the advocate of children's rights and welfare. Make them initiators of good governance.

sangguniang kabataan from my point of view is an institution created just to teach the youth of perversion. A training ground for corruption and fraudulence. No offense to those who believe that SK is what the country needs in order to have a youth participation in government's decision-making, but this belief is so absurd, schools, churches, home, are the best institutions that could teach our youth about leadership and how to participate in governance and definitely not SK.

actually, na offend ako sa comment ng iba dito.. pero ok lng kasi it is our right to express our own opinion or feelings...

hindi lahat ng sk corrupt.. karamihan, napipilitan lang na magnakaw dahil kay chairman... wala pa kaming gaanong exposure kung paano magrelease ng budget kaya napipilitan kami na dumikit kay chairman para sa pagrelease nito sa tulong ng contructor.

hati ang opinion ko dito... kasi karamihan din ng sk na kakilala ko ay walang alam kundi ang buwan ng marso, hunyo, setyembre at disyembre..(mga bwan na bigayan ng honoraria) karamihan pa sa mga sk na un kaibigan ko pa...

wala sa sk chairman ang kasalanan... marahil nakakakuha sila ng 10% SOP sa projects nila.., pero natananong nio na ba sa sarili ninyo kung ano ang mga ginagawa ng mga ahensya ng gobyerno na nangangasiwa sa budget... example na natin ang COA (commission on audit)... sa tingin nio ba kung magiging mahigpit sila, makagagawa pa ba ng masama ang ilang sk na kilala nio?

sa pagkakaalam ko, ndi kami pede humawak ng pera na mula sa budget ng sk... klangan magkaroon ng bidding, at mananalong bidders ang magbibigay ng supply sa barangay o sk... klangan supply mismo ang darating sa amin.. ndi pera...

nagkataon, talamak dito sa lungsod ng maynila ang mga contructor na nagbibigay ng pera... (inaabonohan nila) pero babawasan nila ng 15-20% ang irerelease mong budget at ikaw na ang bahala sa matitira...

(siguro isa ito sa dahilan kung bakit nga maraming gustong magpa abolish sa sk... pero ang masasabi ko lang, mas matindi pa ang ginagawa ng ilang brgy. chairman...)

isa pa, kung aktibo lang sana ang mga sk federations presidents.. d sana lahat ng sk ay masisipag din. they had the power to impeached or issue a memeorandum to some sk chairmen na hindi kumikilos... pero nagkataon, dahil lang sa power at money ang motibo ng pangulo namin ngayon...

....panghuli, sa pagiging SK na lamang maaaring magkaroon ng pag asa ang kabataan na makilahaok sa pulitka ng bansa... kung sakaling iaabolished nga ito, baka puro mayayaman na lamang ang makatakbo sa election...

well basically it is not the system or the office of the sk who is need to be abolish it is the youth governing their position as a chair of the sk unit...... it is the incapacity of the elected youth that is why it failed to materialized..... well it just need to educate more the youth of our nation to perform well their obligations...or the voting public youth instead.......

RIGHTS AS A YOUTH? kapag ba tinanggal ang SK mwawalan ng boses ang kabataan? I mean, magpakatotoo tayo, natututong MAGNAKAW ang mga SK Chairmen (bakita sila lang at hindi ang mga kagawad? kasi sila lang ang sumesweldo). Ang plastik naman ng mga nagsasabi nun! Grabe ha, nakakatawa nga eh, mdami akong ka dorm mate na SK CHAIRMAN d2 sa UP, while they are getting their quarterly (some are monthly) allowance/salary (i'm not sure kung anong tawag), wala man lang silang initiative na gumawa ng paraan na makapaglingkod sa kapwa nila kabataan na iniwan nila sa bayan nila (i.e., pwede nlang utusan ang mga kagawad nila PROVIDED na hndi abuso). In fairness, pwede talagang mabuhay ang lipunan habang may boses ang kabataan NANG WALANG SK.

Barangay is the smallest government unit, yet, it is the most important unit in the government. See ten people in a locked room, one of them got that bad smell. Is it possible that the other nine won’t be able to smell that thing? Of course it’s Impossible. Come to think of it, if all the barangays are in clean hands then the whole country is also in clean hands.

I think people mistaken the meaning of what’s happening in today’s Sanguniang Kabataan.

To properly start it, I’ll state my side… I want Sangguniang Kabataan to be ABOLISHED. As far as I understand it, SK for the purpose, is to represent the voice of the youth; and so as with the Sk-chairman is to deliver that voice to higher officials in order for them to do something for the YOUTH. But how come that SK, nowadays, stands as the basic form of CORRUPTION. While SK-chairman, instead of serving the youth, has now the duty in service for the higher officials… specifically, service for municipal mayors. Hello guyzz??!! It seems that your mun. Mayor is the one who’s giving you your salary! Para kayong mga katulong ni Mayor… katulong sa pagkurap ng perang para sa mga tao. Admit it or not, may be not in direct way but still, you know that at any means you’re helping them to corrupt or much worse if you, yourself, are learning na how to corrupt the money for our people?

SK-chairmen of the Philippines!!! Pampagising lang!!! You’re in that position not just because WE want you there but because YOU want it to be THERE. Totoo ‘di ba? You won’t be elected if you don’t want to be elected. So please kindly do your duty!

To our beLUBID SK-chairman in Northern Samar, ‘hui inday! Panginanu gad... Your duty is to serve us. In case you don’t know, Sangguniang kabataan chairman ka saat barangay.. but how could we ‘sangguni’ to you if you won’t do nothing to communicate with us? How could you represent the voice of the youth if you would just keep on listening to yourself and never consider ours? Did you ever bother to know our opinions? Record check... since you became the SK-chairman of our barangay even a single meeting for us didn’t happen. We can’t SEE even an unfinished project up to now. Cguro nga nagmimeeting kam pero kamu la na mga SK-officials… how about us?? What’s our use?? Paragbotos la?? Udi gud man, kacioD gad kam. You’re willing to enjoy the privileges of an SK-official but keeps in escaping your responsibilities as such. If that’s the case, better to demolish it.. wiz man ta gamit! Hmf. CHAKA!!!

helo everyone!!! isa rin po akong sk chair somewhere in pangasinan, i'm 18 years of age, a graduating student of BS Education..

you know what? hindi po ako sumasang-ayon sa abolition of sk. wat i want is taasan lang ung qualification sa age.. kung pwede siguro make it 18-21 years....pero kung hindi pwedeng taasan ung qualification sa age, mas maganda ngang IABOLISH NALANG!!!

kc just imagime kung ilang pera ang napupunta sa mga sk chair na walang ginagawa, sa mga sk federation president,? dahil masyado pa silang bata....i mean, immature, not yet aware with their responsibilities....
kung ung perang yun ay ginamit na lamang sa ibang proyekto, diba??? based from my experience, ang sk ay ginagamit lang ng mga nasa matataas na position bilang "GATASAN"... kontrolado rin naman po nila ang mga sk...so for me, ang problema ay nasa taas, nasa mga opisyal na gumagamit sa mga sk....!!!

at karamihan sa mga sk chair ay hindi kumikilos, wala rin namang nagagawa... nasabi ko po ito dahil iyun po ang nakikita ko sa mga kasamahan kong sk chair. tuwing my activities kami, konti lang kaming nakikipagparticipate, and it seems like they are not interested.... though i believe that there are still some na talagang willing to serve, juz like me, i'm doing my part as the sk chair... pero ang problema nga lang, masyado pang bata ang ibang sk chair to lead... wala pa silang masyadong alam sa pamumuno, kaya hinahayaan nalang nilang kontrolin at diktahan sila!!!

sa mga sk chair na walang ginagawa, sa mga nagpapagamit lang at di napapakinabangan, gumising na kayo... ipaglaban natin ang karapatan ng mga kabataan...

corruption? it should be highly discouraged.. God knows that when I ran for my position, money never went into the scenerio.. Even during the federation elections. this will be my lasting legacy-that it is proven and tested that you could win without vite-buying.. isn't that amazing? also, i was not under any political group and no one supported me.. it just goes to show that people really are desperate for righteous leaders these days:)

i vehemently disagree that the Saangguniang Kabataan should be abolished. i mean... hello? what were they thinking? i know that there were flaws during some of the past administrations but that NOT all. don't generalize it. what about the other few who worked their butts out just to make a difference??? huh? fine.. let's say that the past SKs did make certain shortcomings. but isn't it logical that perhaps the following administration would be different? isn't it true that "the mistakes of the past make the best of tomorrow?". No one's dumb enough to repeat the same mistake again and again and again. i am one of the members of the sanngunian and it irritates me every time they label our organization as "no use", "should be abolished", "a waste" or the like. can't they see that we are also sacrificing? if ALL sangguniang kabataan members are what they think they are then I AM DIFFERENT. I will not sit around and do nothing about this.. i know God gave me this position for a purpose and I will not rest until i prove to everyone that the SK does exist and that we are not useless.. to all SK members and officials, help me prove to them that they're wrong. together let us show them what were made off and when our term ends it'd be like a big slap on their faces for making such a wrong decision. i still believe that we are all potential leaders.. leadership is all about influence. a research conducted about a year ago showed that even an "unsociable" person can influence 10,000 people in his lifetime, how much more us?

i think corruption doesnt start or begin in SK. it's just that they are influenced by the older officials like the kapitan or congressman or even the mayor. me, as a sk chairperson, i intend to comply in my duties rather.than asking my monthly payroll.let us remember that we are the next generation that will take the lead . corruption is not an act that begins in SK but it is a habit that can be transmitted.

it is not right to generalize the situation regarding SK but in the outset SK has shown to be a breeding ground for corruption. I do believe that truth and honest public service must withstand despite the intrigues with SK's this institution permits the force of the youth to be acknowledge in the wider society. It it a must that SK must undergo reformation and changes.

I still believe in the words of our National Hero Dr. Jose Rizal that "The Youth is the Hope of the Fatherland. Yes, the youth, is the hope... STILL the hope of the Fatherland... but it is up to them (the youth) to make it happen. How is that possible? Through the Sangguniang Kabataan...

I would like to change the "bad image" of the SK to some of you guys. Let's not take it as a whole, because not all SK Chairs are like what you think. There are still those who are true to themselves- who really wants not just to lead but to serve as well, who wants to make a difference, who wants progress...
We need these young people. Thus, we must admire them and encourage them more...

Being an SK Chair is not easy. It's not a joketime rather is a serious matter. Once you became an SK Chair, you have accepted the challenge- the challenge of representing the youth. And it's difficult. One must be ready. One must know his or her duties and responsibilities before he or she enters into such complicated field- POLITICS (especially in this country).

It is not true that corruption starts in SK. The young people whom you consider as CORRUPTS are just VICTIMS- victims of temptation, victims of fame and/or money, victims of those higher officials...we must not blame them, rather, understand them, understand reality, and take an action... by abolishing SK? each SK CHAIRMANS RECEIVE A SALARY OF 9,000.00 PESOS......
what if those funds put in much better projects like books for public students...
another point is: EVERY PROJECT THEY HAVE MADE: they are receiving their part w\c is 10%of the total money...

For me, it's not the SK who wants to give money to their voters. Who would want to give away such big amount to others??---These kids are unemployed. For them, this position is more on making connection between and youth and the adult for greater fun and activities.

And its true, the higher ones fuel it. Some even lend them the money. In our case, the Federated SK in the province was supported by the Congressman. Aside from the blatant show of vote buying, they directly discouraged us from running. Who would want to spend more than 500thousand just to be called a Board Member??!! And who would want to go against somebody that high-ranking??!! And the funny part is, baon na sa utang ang sinuportaan ni C.. hahahaha

In my very own opinion. Sangguniang Kabataan will always be a good alternative training ground for future leaders of this country. Combine it with good education and right ethics.

We should always let them remember that they are there to serve us. They're supposed to be "Public Service" for cries-sake! Give them something to do. We know that leaders supposed to have the initiative, we can give them something to work on, di yung nagpapataba lang sila. In a way it is also our fault why they ventured to the path of corruption. We made them think that they can get away of those immorally actions in their positions. So I would agree with what Mr. Lawrence Villamar said. All they need is proper guidelines.

With your SK chairman in mind, I think heather, the problem is still with the lack of guidance or at least a monitoring body to oversee the activity of SK's throughout the country. Although they do have a national organization, it isn't enabled to supervise its members' activities.

Granted that such situation does occur, I think the Sanguniang kabataan still effectively serves its purpose in providing an avenue for youth participation in the government. I mean, it isn't really the start of corruption but a peek how our government is so corrupt and its corruption so contagious that members of the youth who run for SK are swayed by the strong culture of corruption prevalent in the existing in the government. I don't think the problem is in the youth but on the old timers who had an evil streak of bequeathing a legacy of corrupt practices. The youth couldn't possibly be corrupt on their own devices, this isn't Lord of the Flies, but a world strongly influenced by old timers bent on molding the youth after their own fashion. This how corruption perpetuates in the system. But I'm not saying that SK election serves as the conduit by which such practices are perpetuated, but it just highlight how corrupt the system has gone, preying even on the innocent. That is what must be prevented, by making a tight monitoring on Sk elections or by any means through which we can promote the idea of fair play among young politicians
