"How do we exercise power? For what? For whom?," Liberal Party Vice President for Policy and Programs, and Institute for Leadership, Empowerment, and Democracy (iLEAD) President Rep. Dina Abad posed the question to liberal legislative staff who attended the two-day capacity building workshop on August 12-13, 2016 in Antipolo City.
Rep. Abad recognized the role of legislative staff in fighting for the fundamental value of LP. "We want to move away from patronage politics and towards people empowerment. Your own sense of commitment as well as your expertise in carrying out this task are important in translating the ideal to the practical," said Rep. Abad.
Policy issues were debated during the workshop. Former members of government who helped streamline government procedures during the Liberal Administration served as resource persons. Julia Abad (Presidential Management Staff), Clare Amador (Department of Budget and Management), and Kael Co (Presidential Communications Office) talked about office administration, the budget process, and message development. Tech expert Abe Olandres also gave a presentation on optimizing social media. Strategy expert Rainer Heufers facilitated the discussions.
LP Deputy Director-General Atty. Gladys Cagadoc-Velasco, who headed the Liberal Legislative Staff (LCCS) in the 15th Congress, reminded the participants of Congress' functions: lawmaking, a bridge for resources, and oversight where they monitor the performance of executive agencies. "These roles extend to the staff. This is why the party is training members, and building a network so we can help each other become more efficient in our daily work," shared Atty. Velasco.
FNF Philippines organized the activity. "Behind every successful politician are exemplary staff. The Liberal Party is in good hands because of everyone's commitment to democracy, freedom, and human rights," said FNF Philippines Country Director Wolfgang Heinze.
